Government mulls compulsory use of face masks in public areas - PM - Prime  Minister's Office of Malaysia

(PUTRAJAYA, 17 MAC) Perdana Menteri Muhyiddin Yassin mengadakan sidang media pada petang tadi, beliau ingin mengumumkan pakej bantuan khas baru iaitu ‘PEMERKASA’. Ia merupakan kesinambungan inisiatif yang telahpun diperkenalkan sebelum ini, ini termasuk PRIHATIN dan Prihatin PKS yang bernilai RM260 Bilion, pada bulan Mac dan April tahun lalu.

Beliau menekankan bahawa kerajaan telah melaksanakan banyak inisiatif untuk membantu membendung wabak Covid-19 dan juga menghidupkan semula ekonomi.

Beliau juga merasmikan program PEMERKASA, yang bernilai RM20 bilion lebih, untuk membantu ekonomi dan sektor yang terkena wabak tersebut.

Fokus utama adalah pada program imunisasi, yang akan hendak memastikan majoriti rakyat Malaysia menerima vaksinasi. Jumlah perbelanjaan RM3 bilion akan ditingkatkan ke RM5 bilion, untuk mempercepatkan program vaksinasi yang dilancar sebelum ini.

Selain itu, program ini adalah untuk mengelakkan PKP di seluruh negara, sebaliknya, kerajaan akan lebih menumpukan sasaran kawasan yang dijangkiti sahaja. Ini adalah untuk mengurangkan kesan terhadap ekonomi.

Tambahan pula, SOP yang lebih ketat serta penguatkuasaan yang lebih baik akan dilaksankan untuk memastikan wabak Covid-19 tetap terkawal. Pengurangan cukai dan subsidi upah akan diperkenalkan juga.

Untuk fokus keempat program, kerajaan akan mendorong dan menyokong projek berskala lebih kecil dengan meningkatkan anggaran dari RM2.5 Bilion ke RM3 Bilion. GKP 3.0 (Geran Khas Prihatin) juga akan diberikan kepada perniagaan mikro dan PKS (Perbadanan Perusahaan Kecil dan Sederhana Malaysia). Kemudahan kredit mikro juga akan diperkenalkan.

Lebih-lebih lagi, kerajaan akan memperkenalkan subsidi untuk majikan ekonomi pertunjukan melalui PERKESO. Subsidi upah juga akan diperkenalkan untuk perniagaan tertentu seperti gimnasium, spa dan perniagaan yang berkaitan dengan pelancongan.

Tambahan pula, pengecualian cukai akan ditawarkan kepada industri pelancongan, termasuk hotel dan agensi pelancongan. Ini juga akan merangkumi pawagam, taman tema dan semua perniagaan yang terjejas di bawah industri pelancongan. Geran one off juga akan diberikan kepada agensi pelancongan yang berdaftar di bawah MOTEC.

Beliau juga menambah bahawa, disebabakan pelancaran program vaksinasi, kerajaan sedang mempertimbangkan membenarkan perentasan negeri. Namun, beliau juga menambahkan bahawa kerajaan harus berhati-hati dan mempertimbangkan semua data yang diterima sebelum membuat sebuah keputusan.

Sebagai tambahan, untuk mengurangkan beban SME dan perniagaan, Suruhanjaya Sekuriti Malaysia akan memperbaiki skema penggalangan dana, seperti crowdfunding, dan juga mengurangi biaya penyenaraian untuk pasaran saham utama Malaysia. Individu dari kumpulan B40 dan juga pelajar boleh mendaftarkan perniagaan mereka secara percuma melalui SSM (Suruhanjaya Syarikat Malaysia).

Di samping itu, peraturan lincah akan diperkenalkan untuk mendorong investasi asing, terutama dalam industri eksport dan import.

Moratorium bersasar juga akan diperkenalkan untuk individu dan SME.

Beliau juga menambah bahawa lebih banyak bantuan akan diberikan kepada individu dalam kumpulan B40 untuk membantu dan meningkatkan liputan internet. Subsidi RM300 juga akan diberikan kepada keluarga yang mempunyai anak-anak yang berada dalam sekolah. Prasarana komunikasi juga akan ditingkatkan untuk menampung jumlah penggunaan internet selama pandemik ini.

Beliau juga menegaskan bahawa selama wabak ini, kerajaan telah meringankan beban mereka yang terjejas akibat wabak Covid-19. Subsidi satu kali sebanyak RM500 akan diberikan kepada individu yang berada dalam kumpulan B40, iaitu mereka yang mempunyai pendapatan bulanan RM1000 ke bawah.

Sejumlah anggaran RM50 juta akan diperuntukkan untuk membantu usahawan wanita. Penambahan sebanyak RM10 juta akan diperkenalkan untuk skema PERKESO.

Oleh kerana pandemik, harga minyak global telah meningkat, tetapi kerajaan akan memperkenalkan had untuk harga petrol untuk rakyat Malaysia. Kerajaan juga akan memberi subsidi harga LPG (gas petroleum cecair) dan petrol.

Beliau juga menyebut bahawa setelah setahun berkuasa, kerajaan Perikatan Nasional terus menerus memperkenalkan skema baru untuk membantu rakyat Malaysia meringakan beban mereka dari wabak Covid-19.

Akhir sekali, beliau ingin mengucapkan terima kasih kepada semua ahli barisan depan yang telah berkhidmat di barisan depan sepanjang wabak ini. Beliau juga mendorong semua warga negara untuk mendaftar untuk vaksinasi Covid-19, hanya setelah itu, barulah negara dapat kembali ke norma.

(布城,3月17日)首相丹斯里·慕尤丁于今日下午5时30分直播时,宣布了最新经济援助计划 “PEMERKASA”,以增强人民经济和工业的发展。续之前,这是政府推出的第6个援助计划。之前的援助计划包括有去年3月和4月价值2600亿令吉的PRIHATIN和Prihatin PKS。

他提到,政府已经计划了许多配套与措施来振兴我国的经济并遏制疫情。

他正式的宣布这项价值200亿令吉的PEMERKASA计划将会帮助所有受疫情影响的经济行业和部门。

政府将会把重点放在疫苗接种计划上并确保大多数的马来西亚公民将会接种疫苗。 此外,为了加速之前启动的疫苗接种计划,政府还将会把总支出的30亿令吉增加至50亿令吉。

该计划也将会解除并避免全国再次实施行动管制令(MCO)并将只会针对某些感染区域,以减少对经济的影响。

此外,我国也将实施更严格的抗疫标准作业程序(SOP),以确保成功遏制疫情。 还将会实行减税和工资补贴。

政府将会把从25亿的预算增加至30亿来鼓励和支持较小规模的项目。 GKP 3.0(Geran Khas Prihatin)还将提供给微型企业和PKS(Perbadanan Perusahaan Kecil dan Sederhana)小额信贷设施。

其中一个PEMERKASA计划重点是,政府将通过PERKESO并引入对零工经济雇主的补贴。 政府将会提供工资补贴给一些商业,例如体育馆,水疗中心和与旅游相关的业务。

(PUTRAJAYA, MARCH 17) Prime Minister Muhyiddin Yassin held a press conference earlier this evening, to announce the new special aid package, named ‘PEMERKASA’. It is seen as a continuation of the initiatives that were previously introduced, including PRIHATIN and Prihatin PKS worth RM260 Billion, in March and April last year, respectively.

He started off by highlighting that the government has created many initiatives to help curb the pandemic within the country and to also revitalize the economy. 

He officiated the PEMERKASA program, worth over RM20 billion, in order to help the economy and sectors that have been affected by the pandemic.

Firstly, the focus will be on the immunisation program, which will ensure the vaccination of the majority of Malaysian citizens. The total of RM3 billion in spending will be increased to RM5 billion, in order to accelerate the vaccination program that was launched previously.

Secondly, of the program is to avoid nationwide MCOs, instead, it will focus more on targeting certain infected areas only. This is done in order to reduce the impact on the economy.

Next, the government will be implementing stricter SOPs as well as better enforcement in order to ensure the pandemic will remain under control. Further tax reductions and wage subsidies will be introduced as well.

The government will also encourage and support smaller scale projects by increasing the budget from RM2.5 Billion to RM3 Billion. GKP 3.0 (Geran Khas Prihatin) will also be provided to micro business and PKS (Perbadanan Perusahaan Kecil dan Sederhana Malaysia (SME Corp. Malaysia). Micro credit facilities will also be introduced to the public.

Moreover, the government will introduce subsidies for gig economy employers through PERKESO. Wage subsidies will also be introduced for certain businesses such as gyms, spas and tourism related businesses.

Furthermore, tax exemptions will be offered to the tourism industry, including hotels and travelling agencies. This will also include cinemas, theme parks and all affected businesses under the travel industry. A one off grant will also be given to travel agencies registered under MOTEC.

He also mentioned that ever since the initiation of the vaccination program, the government is considering reallowing interstate travelling to be permitted. However, he added that the government has to be cautious and consider all the data provided before making a decision.

In addition, in order to reduce the burden on SMEs and businesses, the Securities Commission will improve the fund raising scheme, such as crowdfunding, and also reduce the listing fee for Malaysia’s major stock markets. Individuals in the B40 group as well as students can register their businesses for free through SSM (Suruhanjaya Syarikat Malaysia).

Beyond that, agile regulation will be introduced to encourage foreign investment, especially within the export and import industry.

Targeted moratorium will also be introduced for individuals and SMEs.

He also added that more aid will be provided to individuals in the B40 group in order to assist and improve internet coverage. A subsidy of RM300 will also be provided to families with children in school. Communication infrastructures will also be upgraded to accommodate for the increase in the amount of internet usage during this pandemic.

He also asserted that during this pandemic, the government will continue assisting those affected by the pandemic. A one off subsidy of RM500 will be provided to individuals in the B40 group, which are those that have a monthly income of RM1000 or below.

A total budget of RM50 million will be allocated to aid women entrepreneurs. An additional RM10 million will be allocated for PERKESO schemes.

Due to the pandemic, the global prices of oil have been increasing, but the government will introduce a ceiling for the petrol price for Malaysians. The government will also subsidize LPG (liquefied petroleum gas) and petrol prices.

He also mentioned that after a year of having been in power, the Perikatan Nasional government has continuously introduced new schemes to help Malaysians overcome the burdens from the pandemic. 

Lastly, he would like to thank all the frontliners that have been serving on the frontlines throughout the pandemic. He also encouraged all citizens to register for the Covid-19 vaccinations, as only then, can the country return to normality.

谷底大翻盘- Ben and Jerry’s 将冰山劈开!

苹果已故创办人Steve Jobs有句名言说: “ If you want to make everyone happy, don’t be a leader, sell ice cream! ”(如果你想让所有人都快乐,别当领导,去卖冰淇淋吧!)

那究竟卖冰淇淋的生意是否让所有人都快乐?

世界排名前5冰淇淋品牌Ben and Jerry’s  ,其两位大情大性创办人 Ben Cohen 和 Jerry Greenfield的创业旅程,确实是又冒险又快乐。

有别于我们常听到那些成功企业创办人的“人生胜利组”故事,Ben和 Jerry人生前半段可说是典型的“鲁蛇”(loser)经历,两人高中就认识,书念得特别差,Ben更是退学当饭吃。

中学毕业后,虽然Jerry顺利完成4年医学预科课程,但却没有大学愿意录取他进硕士班。

而尝试申请多间大学都不成功的Ben,先后当过陶艺导师及德士司机。

浑浑噩噩的两位好兄弟,在27岁(1978年)那一年,终于开始有所醒悟,认为日子再这样过下去好像不太行,于是两人萌起一起创业的念头,每人拿出4000美元,决定经营跟吃有关系的行业。

本来打算开一间贝果(Begel)店,但却发现那微薄的创业资金负担不起昂贵的贝果制造机。经过讨论后,两人决定经营手工冰淇淋的生意。但其实两人根本不会制作冰淇淋!

不像现今可以马上在Youtube点击“如何制作手工冰淇淋”就可以跟着视频自学,在那个没有互联网的年代,自学就是通过一种叫函授课程(correspondence course)的方法来学习。

零经商知识Ben 和 Jerry,当然也不会记账、计算收支平衡等事情,于是两人购买了约 30 本美国政府出版的开店教学小手册,慢慢学习。

冬天里的一把火

到了开店选址,为了避开竞争,Ben 和 Jerry竟然选了常年有7个月处于寒冷气候的佛蒙特州伯林顿(Burlington)做为落户点!

伯林顿的平均温度只有 7.8 度C,这也是为何其他手工冰淇淋都避开认地的原因,但是Ben 和 Jerry却凭着一股傻劲,在冰冷的天气闯出春天!

冰淇淋品牌Ben and Jerry’s  第一间冰淇淋店面,是一间翻新后的破旧加油站,因为老旧所以租金便宜,而且人流量不错,于是Ben 和 Jerry就动手把破旧加油站改装成温馨的家庭式冰淇淋店。

为了突围而出,Ben and Jerry’s  推出特别口味的冰淇淋,例如蜜糖咖啡、摩卡核桃、薄荷奥利奥曲奇等。

单凭新颖口味并不足够拼业绩,Ben 和 Jerry还推出创新的市场销营手法,那就是天气越冷、冰淇淋越便宜!

取名“Penny off Per Celsius Degree Below Zero Winter Extravaganza”的冰冷大挑战促销手法,是每当气温低于摄氏 0 度时,每负1度,冰淇淋售价就跟着减1美分。

此促销获得居民的喜爱,十分期待天气变冷,因为伯林顿在冬天时经常出现负20多度的温度,这使原价52美分的冰淇淋,便宜很多。

到了1981年,Ben and Jerry’s  冰淇淋已被时代杂志誉为全美国最好吃的冰淇淋。

虽然Ben and Jerry’s  的生意不错,但是却不太有获利,问题出在哪里呢?原来Ben 和 Jerry不善于管控份量,为了让购买冰淇淋客户更开心,总是太慷慨在甜筒上放更多的冰淇淋。

两个本着快乐之心卖冰淇淋的大男人,在不想让客户失望的情况下,反而阴错阳差推出了包装冰淇淋,并且批发给杂货店和超市销售。这意外打开了新通路,让更多消费者有机会品尝。

改变策略后,皇天不负“冰”心人,Ben 和 Jerry靠着批发冰淇淋的新商业模式,迅速壮大。

将冰山劈开

两位卖冰淇淋的叔叔卖的开心、也卖得火红,很快就引起另一知名冰淇淋品牌Haagen-Dazs母公司Pillsbury的注意,Ben 和 Jerry随即面对一场硬战,而且竞争对手Pillsbury绝不是泛泛之辈,而是食品业龙头!

为了保住Haagen-Dazs市场份额不受Ben and Jerry’s  影响,Pillsbury开始阻断Ben and Jerry’s  的销售渠道。Pillsbury告诉分销商,如果他们也代理Ben and Jerry’s  ,那就会失去销售Haagen-Dazs的机会。

这个“惩罚方式”很见效,许多分销商都因为不想失去销售Haagen-Dazs,而被迫停售Ben & Jerry’s。

要和市值 40 亿美元的Pillsbury开战,Ben 和 Jerry深谙财力已经输了一大截,因此不可能砸重本宣传或者打官司。

于是灵活变通的两人,化被动为主动,转移战场至对自己有利的地方,那就是通过舆论的力量击退敌人。 

Ben 和 Jerry利用Pillsbury 的吉祥物“Doughboy”为目标,创造了“Doughboy 在怕什么?”的口号,在公共交通工具上贴上“Doughboy 在怕什么?”海报,引起消费者好奇心。

海报上还有一个免收费电话号码,只要消费者拨打该热线,就会听 到Ben 和 Jerry解释为何冰淇淋被阻断销路及被欺压。

如果消费者愿意为他们声援,可以留下联络方式,Ben 和 Jerry就会把“Doughboy 在怕什么?”的贴纸寄给对方。消费者甚至可以付费购买有口号的T恤。

此招一出,,一举三得!Ben 和 Jerry不止赢了消费者的同理心,还赢得媒体广泛报导的免费宣传,最后还赢回分销通路!

在舆论的压力下,Pillsbury不得不收回成命,不再阻止分销商销售Ben & Jerry’s冰淇淋。

1991年,Ben & Jerry’s冰淇淋的年度营业额达9700万美元,净利为370万美元;1994年营业额增至1亿4800万美元。

Unilever收购后退出

2000 年8 月 3 日,Ben & Jerry’s董事局在未获得两位创办人同意下,以3 亿2600万美元价码把公司出售给全球消费品巨头Unilever。

由于公司股份已组织化,Ben 和 Jerry尽管无奈,唯也只能接受这项交易。虽然Unilever承诺在收购后仍继续让 Ben & Jerry’s 保持独立运,包括其社会权益运动,但Ben 和 Jerry也执意不再继续留任,淡出了公司管理。
